To get an S-Pass, you need to first find an employer willing to hire you. The employer then applies for the S-Pass, which is processed by MoM. If both you and the company are eligible (i.e. fulfill all requirements), and no suitable local can be found for the job, you will get the S-Pass.

Heard some on tourist visa get hired if they fulfill all the requirements of employer . Can they get S Pass ?
