I heard a news that women cannot get family joined visa for her family in Oman. Is that true?

Yes, what you heard is indeed correct.

An expatriate employed women cannot sponsor her husband / child / children.

Only an employed expatriate man gets that privilege - and that too, provided he meets with the minimum required criteria specified by the authorities.
