Expats voting in 2016 presidential election

USA citizens who move to another country are still USA citizens and should be able to vote in the USA presidential elections by absentee ballot.  The trouble is one must be registered in a state to do so, and the expats involved are no longer USA residents.  Does anyone know what they can do to vote while not actually being a resident of any state?

Write to the Elections Registrar in the last county in which you voted; you should be able to get on the absentee ballot list there (you may have to write to them in the summer before any election to remind them; then, vote only for federal elections (President and US Congress) and leave the rest unmarked. 

If you own residential property in the US such as a winter condo in Florida (even if you have never been a resident of that state before) so can claim that you plan to move back to that state on your return to the USA, you could try writing to the Registrar in that county to see if they will register you (for absentee ballot for federal elections only).

If you never voted in the US before, take a look at the Democrats Abroad website - - even if you don't plan to vote Democratic, they have a lot of good easy information and links to get you to voting as an expat.  Good luck
