PR time scale - need assistance please

Hie my husband applied for Permanent Residence through attoneys in 2013. Application was received at Head Office on 12 December 2013 but until now it has not been finalised only got a phone call towards the end of 2014 saying someone from Home Affairs will visit him at his workplace but still noone came. Is this normal? Please assist with advice.

Just hope for the best , my husband started he's pr process in 2009 , he's pr just came out lasy year march 2014 and the I'd came out last month february 2015.

Not at all. It was after when the pr came out last year, he started doing follow up for the I'd and it eventually came fast.
