With 10+ experience in Process Engineering, the offered salary seems a little less, however it may be considered as  satisfactory. If you're being engaged for direct OG operations, i will still suggest you to negotiate. However, if this is at the refinery sector, seems ok.

Secondly, 1300 yearly for whose education ?  Must be your child. Depends upon how old he/she is and which school, you select.

In general, the salary offered is adequate for a small family of 3. Details of the COL could be browsed through.

Actually the EPC is engaged for providing services to oman oil blocks development. It is not with refinery sector. 1300 OMR yearly provided for child who is 4 yrs of age. Would it be sufficient for getting admissions in indian schools. Would I be able to save ~ 600-800 OMR/month with the offered 1800 OMR (includes basic+transport+housing), & medical for family with yearly return tickets.
