I believe you should go directly to Ministry Of Labour.

Fred

And your embassy.
Call them as soon as possible.

James

Even in Saudi Arabia retaining the passport of another individual is a crime. It not only violates international law, but also the Saudi Council of Ministers decree banning the practice of employers retaining their employees' passports. (Council of Ministers Resolution No. 166 dated 12/04/14-1421h.)

A passport is first and foremost the property of the sovereign nation that issues it. The passport holder, in fact, only has "secondary ownership" of the document. Essentially an employer who retains one's passport is STEALING that document from a foreign nation, not the employee. You should report this immediately to your country's Embassy in Saudi Arabia, to the Ministry of Labor.

Your Embassy can arrange to provide you with an Emergency Passport and arrange safe conduct out of the Kingdom of Saudi Arabia if this is your desire. It is unlikely that your Embassy will absorb the cost of repatriation, but they will certainly help you contact family members in order to arrange the funds necessary to return home.

Cheers,
James
