Saudi marrying a foreigner

I'm afraid I think you won't get good help from this forum. Basically because this site is all about expats who can't be good enough to advise in view of local laws/regulations.

As you already know, permission has to be sought from Governor office for this wedlock to take place. Why don't you stop by them again and enquire more assertively? I'm sure they'll help you sort it out somehow.

My two cents: everyone knows what's going on out there in Syria. Call me a pessimist; but I don't think it's gonna get alright anytime soon. For a secure future, I can't suggest getting married somewhere else than over here in KSA. That marriage will be invalid per Saudi laws and you might face trouble settling down with your husband.

Pay a visit to local governor office to get a solution but consider the future, it will be difficult for him to renew his passport, perhaps when you have children it will be another difficult process to make their passports. Just giving you heads up

My friend, you need to research, court is the last step of the lengthy process.

It is quite weird that Syrian nationality is undesirable nationality for marriage!! because i have a friend has a Syrian wife about 4 years  ago. I don't know whether is different because of his gender ! I would say Inshallah your situation will be solved soon.
