Its only the people who die at the scene of the accident, if they die in hospital it doesnt count.

I understand.....any solid evidence behind that? well known or rumour ? Note, I was an advisor to APEC for 3 years up to last year and have good contacts at VN government and speak and write about product and consumer safety matters....although not traffic directly.
