You mean there is no Diplomatic relationships between the two countries, that is no consulate or embassy in Saudi Arabia that's it?

Tourists are welcome from most countries without diplomatic relationship with NK.

There are several travel agencies in China offering guided tours to North Korea
they arranged all your travel docs required.

The NK even welcome Americans but not Reporters from International news agencies.

Yes several reporters managed to go under cover as tourists but dont do it.
