This Mumtaaz Bareed Service is under the Saudi Post which is run by Saudi Government.

Not sure anyone is cheap, but look into 4 Winds or MoveOne. Both do a decent job, but usually are not cheap.

Also depends on how much you are sending as there is also Aramex & DHL
