HSE (health and safety) job

I am currently working in the UK as safety adviser in oil and gas and wind energy construction.
I am looking for work in Europe but would prefer Germany as I live with my partner there and would like to be around more, I am happy to work away, but needs must that's why I am in the UK working, my German is not very good but I am learning when I get time,
I am wondering if anyone could give me advice or point me in the right direction.
I also have experience in the construction industry

It is probably as difficult to find a job in Germany without sufficient German language skills as it is in UK without understanding English.
ThusI think  you should study the language first, get a certificate (A2 or better) and then look for jobs.
