Hello,
I am egypt with temporary tourist visa. I am software engineer B.Sc. I want to admit any university in egypt for study. any one guide me where I can found a scholarship or facility.

Masters will be good , but If hard then I can start from diploma.

what the area are you staying at ?
there are couple of universities with good ( comparing to Egyptian standards ) programs and instructors

governmental > Ain shams , Cairo university both are considered the top in Egypt (easily reachable with metro ), 10th of ramdan and helwan

private > Guc , Arab academy , these are of the top private universities ,

study books can be in English but the common practice for lecturers to speak in Arabic ,

so you can try and contact with any of these uni, and check the programs ,scholarships ( highly doubtful ) , fees ,the language in which the program will be delivered , and documentation for applying a student visa
