Either that or the laws aren't enforced.

I've briefly looked into making decorations and there don't seem to be many ideas for a one-armed narcoleptic with an allergy to glue. Anyone have any ideas for a lazy, clumsy oaf with bad eyesight and no creative juices what-so-ever?
