Umrah Package from Pakistan - Few Questions

My Sister & Brother Coming for Umrah in January first time, If anyone can help me in these queries:

1- Can they hold passports with them while Stay in Makkah/Madina, i have seen that while reaching at Jeddah Airport visitors have to handover passport.?

2- Can they get Only get Umarah Visa without Full Package from Pakistan because i can arrange Hotel for them?

3- Any information about good Umarah Dealers in Rawalpinidi/ISB?

its depend on the agent,you can request them sometime they give.
