Is going to be hard to answer that question as you did not give much information. But will still try and answer by saying living here is all about  the choices you make and the life style you live. 25000 a month will be way enough for  someone with a family of four and it will be like living on the edge for another.  Check out the rents and choice the accommodation that will be best for the family, then choose the mode of transportation, if you did like to go with public transport or you own. This among others will help answer your question.

food + other expenses=6000
exclude school fees
we r a moderate family who r coming to RAK.
