What can be done to stop noise pollution coming from an open bar?

Every weekend and even on some weekdays, we have to bear noises coming from an open bar at Pointe aux Cannoniers. We called the police several times and they confirmed that it has no permit to operate.
Can someone advise me what can be done and to whom to address to fix the problem?
