I got an interview yesterday at the Romania consular post in Manila. I don't think the officer was fully satisfied from my documents I have shown her. But in the end she told me that I will get my visa on 14th of April. She asked my passport and the photocopy of my supporting documents.

What does it mean?
Please explain to me. Thank you. I'm a little bit confused.

What exactly are you confused about, if the officer said you'll get the visa next week? If they were not satisfied, they would have refused the visa.

Does it mean my visa is approved and I am able to travel to Romania?

I imagine you will find out for certain on April 14, but it would seem so.

In what sense? Do they expect you to adhere to the laws of Romania and the conditions of your visa? Yes, they do.  They are usually fair though.
