hi jane,

there is a very popular hindu temple, the hanuman mandir, near commercial district connaught place in new delhi. you can easily get tattoo done there. well not exactly parlours but you will find several people doing roaring business doing tattoo in front of the temple. they are more in number on tuesday because the place is full of worshippers that day, an auspicious day for the hindus. but be careful with your belongings. the place is often very crowded. better to be there around 3 pm instead of later in the evening.
