I think some of the hotels discussed in the Da Nang thread are actually more than half way to Hoi An.  One thing that I suspect is that the government is not to quick to feel a need for municipal pools in cities that have close proximity to the ocean.  Someone asked a similar question about Vung Tau recently and I don't think they got any responses.

You might check out the Vinpearl Resort & Villas (15°52'53.8"N 108°23'20.6"E)  The pool looks to be 50m on Google maps.  You have to be in satellite view to see it.  They may allow public use for a fee or maybe the price of a meal.
