The Visa-free travel for Ukrainian, what about permanent residents?

Hello everyone! My name is Joshua and I have a question. Would foreigners who have Ukrainian permanent residence status also be allowed visa-free travel within the EU if it's eventually granted or they'll need visa unlike Ukrainian citizens? Thanks for anticipated response.

Whether or not you require a visa is based on your citizenship typically, not residence status, unless special agreements are made.
