Visit visa for unmarried sister

Hello everyone,

I'm Abeer, I'm a Pakistani, but currently living in China for study purpose. My brother lives in Saudi Arabia and he tried for my visit visa thrice, but unfortunately every time it gets rejected. It's been two years that I haven't seen my brother, and I really want to go to KSA. I tried for Umrah visa but as I'm single so I'm not eligible for Umrah visa unless I enter KSA with my mahram.
Please can someone help me out , is there anything that he can do?

its almost impossible to get sister visa.
