Federal tax is the same as wherever you live in the United States. I do not have an answer for Puerto Rico taxes.

Most Puerto Rican's do not pay Federal tax, if PR becomes a state they will pay both. Expats that today only pay federal tax will have to also pay PR tax. PR taxes are high and in line with federal tax, the combination of both will be murder if the tax tables remain the same.
