Why i can't avail free norwegian course?

Hello everyone.

I am married with a norwegian citizen and got approved in family reunification visa. Last week I went to kommune skole to enroll in norwegian course. I thought the course is free since I am married to a norwegian guy. But the school told me that my name is not even register  to their system for free course. They said that I am not entitled for free norwegian course.  I have shown them the letter that I've got from UDI but they still  refused to give me free tuition fee.  They said that in the letter i've got from the udi didn'the say that I can avail free course.


What it says on the letter is : muligheter for å fornye tillatelsen og norskopplæring.

Informasjon om opplæring i norsk og samfunnskunnskap og introduksjonprogram.

Du kan ha rett og plikt til opplæring i norsk og samfunnskunnskap. Ta kontakt med kommune så fort som mulig for å finne ut om dette gjelder deg. Dersom du har plikt til opplæring i norsk samfunnskunnskap må du gjennomfører denne opplæring for å få permanent oppholdstillatelse  og statsborgerskap senere.

i fully don't understand what it says on the letter. Can anyone explain it more further for me? Thanks alot. ☺

I have contact the kommune where I live but they said that I have to contact UDI because the decision will be coming from them. They told me that the answer from UDI will maybe take time like i have to wait months, year or maybe I won't totally able to avail any free norwegian course.  So i contact UDI and tell them my case but again the UDI told me that I have to contact the kommune.

I don't know why kommune and UDI can't give me a clear answer on what to do.
I don't want to waste the time of just waiting either I will get course for free or not.

I have enrolled myself on a day course and the tuition fee is quite big for me. It cost 17 thou plus.

Anyone have the same issue as mine? Need some advice pleaseee.

Hi Bhebhe,

First off, apart from having lived there for 4 months many years ago, I have no direct experience of Norwegian immigration policy for immigrants.

However, Google translate tells us:

Information about education in Norwegian and social studies and introduction program.

You can have the right and duty to Norwegian language training and social studies. Please contact the municipality as soon as possible to find out if this applies to you. If you have any obligation to participate in Norwegian society need to conduct this training in order to get permanent residency and citizenship later.


I guess the important part is the 2nd word "can"; it doesn't say you have the right, just says "you can", which is not definite.  It says to contact the Municipality to find out if it applies, which you have done and received an unsatisfactory answer.  My advice is to go and see them face to face and take the letter with you.  If the person says he can't help, ask to speak to his/her boss and ask him for an explanation.

I suspect you arrived as an Immigrant (not a refugee), so have no legal right to free training.

Thanks alot for all the informations ☺ it helps alot.

I was an aupair before and I got married just last year before my contract end.  I apply for Family reunification visa and got an approved answer last year december.

I went directly to kommune skole and directly talked with them and explain my case. They said that they contact the UDI already and submitted my papers to them. The kommune skole said to me that they can't do anything with it aside from just  waiting for the answer coming from UDI. They told me that if they didn't get any answer from UDI allowing me to avail free norwegian course within  4  weeks weeks then I have to pay the tuition fee 😕😑

Ok, my studies were not free too, because I wanted to start immediately after I arrived in Norway. It's only free after many months / a year, once your name is officially in the system, and once you get your official card from the police stating you can stay here for the next year (obviously we need to re-new this yearly).

By the time you start school you'd know a thing or two at least..
