What is a 'Retirement/Non-Lucrative Visa' (as it's called in Spain) called in Portugal?

What is the annual income requirement for one person?

Do you get it at the Portuguese consulate in the US - if you currently live in the US?

It may not be an equivalent since I'm not familiar with the 'Retirement/Non-Lucrative Visa' but there is a Non Habitual Resident visa for Portugal for people who wish to reside in Portugal without working. It's good for 10 years and renewable.
