Visiting Riyadh with umrah visa

Hello everyone,
Can anyone give me any information about visiting riyadh with umrah visa please. My sister and her husband came to madina from canada with umrah visa yesterday. Can they come to Riyadh by taxi or driving a car to visit us? Is it illegal to go to any other city except makkah and madina?

This is a long-awaited facility. The last news came last month when the second deputy prime minister of Saudi Arabia, Prince Muhammad bin Salman, said that they are working on and will be available in near future.

So, simply speaking - No, they can't come to Riyadh.
