Single Status Affidavit and Pet Questions

Good day, everyone!

I'm a Vietnamese American, born in Vietnam, and currently living in the US.  I am a US citizen, and have been living here for over 27 years.  I plan on going back to Vietnam in April and staying there for awhile.  Possibly 2 years or longer, and will be working as an English teacher in Saigon.  I'm divorced, and my divorce was finalized April of 2016.  I met someone in Saigon and am planning on going back to marry her.  I just returned  to the US from a 3 week trip to Vietnam, and am currently doing all the necessary paperwork to bring myself back to Vietnam to marry and live with girl I met.   

My questions...

1.  Would it be possible for me to get a Single Status Affidavit at the US Consulate in Saigon if I have a certified Divorce Decree with me?  I can do it here in the US, but it may take a couple months, and I would like to be back in Vietnam by end of March or beginning of April.

2.  What other paperwork would I need besides the Divorce Decree and Single Status Affidavit in order to proceed with the marriage to a Vietnamese National?

3.  Is there a quarantine period for dogs entering the country if it has all necessary shots and a health certificate required by the Vietnamese government?  Would a couple of Abraham Lincolns be able to solve any issues that may arise?

4.  Does anyone have experience with bringing a small dog from the US back to Vietnam and then bringing said pet from Vietnam back to the US after a couple of years?  Were there any obstacles?  Does it make a difference if you're a Westerner or a Viet Kieu?  I'm a Viet Kieu.  Does the US require quarantine for a dog with all necessary paperwork?

5.  I heard that visitors have to leave the country every 6 months then re-enter the country in order to stay another 6 months.  Is it the same for dogs or can they stay in the country for as long as they want?  How long do you have to leave the country for before coming back to stay another 6 months?  1 hour? 1 day?  1 week?

Any help and information would greatly be appreciated.  Thank you and have a wonderful day!

This method is quicker and cheaper. This will require a copy of your birth certificate, a copy of your immigration **certificate**, a copy of your Divorce Final Order (see above).

Travel to VN. Prepare an Affidavit stating you were born on XXX; are a Canadian citizen by birth or naturalisation. (Either) you have never been married or were divorced on XXX.

Then take it to the Official Notary Public (the one in Quan 1 is opposite the Diamond Pllaza - park at the Plaza as the notary has no parking). Get the paper translated and signed off.

If they ask why you are doing it this way just say you think your fiancée is pregnant and you want to get married before baby arrives. Remember to use the word THINK.

For foreigners

1. A marriage registration application, as per the form stipulated by the Ministry of Justice, with certification for the applicant's single status. The certification must be within six months of the date of receipt of the application by the competent authority.

The certification may be in the form of a separate paper. In case foreign laws do not have stipulations for certification in the marriage registration application or for issuing the certification paper, the certification can be made under the form of an oath of single status made by the applicant in accordance with the law of his/her own country.

2. Acertificate that the applicant does not have a mental disease, or does have a mental disease but not so serious that he/she cannot realize his/her action. The certificate must be issued by the competent health authority of Vietnam, for example, the HCM City Mental Health Center, or of the foreign country concerned within six months of the date of receipt of the application.

3. A copy of the passport. For foreigners living in Vietnam, a copy of the permanent residence card, the temporary residence card or the certificate for temporary residence.

4. Personal resume as per form.

Explanation:
Ho Chi Minh City is smart. They are doing it their own way - so don't go plan a wedding in Ha Noi without checking!

None of my countries in which I have citizenship know of my marriage status. In other words any certificates they issue would be worthless (and inaccurate). Therefore I used this VN Affidavit method to get married - it works!

5. Yes, only a Certificate of Visa Exemption (VECfor short) will allow you to stay for 6 months a time. Regular tourist visas will require you to leave the country every 3 months. You can leave the country and come back asap - you just need passport stamps to prove that you've left Vietnam.

I don't know about the dog situation, sorry.
