Best way to get 2nd wife that you just do it. Don't think consequences. If you think you can't do. People   started thinking following so couldn't do.
1. When you think of 2nd wife you are well established, means you have passed 50 plus.
2. If you marry a young lady and that is her first marriage, then she would expect children. So you get children at age of 50 plus which will force you to work beyond 75 to take care of their education etc.
3.  If you marry a women aged beyond 40 , then most likely she has children. Manage two sets of children is nightmare

Intention of the topic is good. Please remember that one has to seek permission from 1st wife before considering 2nd marriage.

4. Best option is to make 2nd marriage when you are young like 30 but you may not have money to afford both.
5. Getting permission from first wife not required in Saudi Arabia and Islam.  Only in Pakistan and India but even there people do.

A very confused and misunderstood topic even among educated people.  First off its not mandatory obligation, its a sunnah. Next, as a man you do not need permission from your first wife - a lot of people say you do , but its a courtesy only. Your first wife can accept or reject her decision, thats her call and between her and Allah.

Conditions are very simple and you need to satisfy them truly.

1. Ability or affordability : It does not make sense to go and marry one more when you can barely even support your first wife.

2. Justice or equality : The most important one where you treat them fairly and equally. Not possible in terms of matters of heart, but equality and fairness in everything else. So if you buy a house for one , you need to do the same for the other as well in same or similar quality and price. Same goes with clothes or any other material gifts.  Same applies to time spend as well - it should be divided equally among them.

While it sounds all attractive for men, this is not at all easy and remember you are liable to be questioned and will have to answer for your intentions and treatment in the end on the day of judgement. All other talks about age, kids etc are not at all relevant and there are clear rulings and guidance for Muslims to follow on those.
