Can you find a job(cafe) in Portugal ? english speaker

I can understand why it's hard to find a job in a foreign country if you don't speak the language but I ve traveled around Europe and  noticed that in the major cities  ,, people don;t necessarily speak the language (fluently or  none at all in some cases) ..  that got me thinking that there might be a chance for me as well haha :) 
Any opinions on this matter ?
