How to get financial assistance to start business?

Hello everybody! 
First off, please excuse my bad English grammar 
I'm an Iraqi citizen living in southern Iraq.
I always wish to start my own business and I have many Ideas about it.
Unfortunately, our government doesn't support or encourage us with such things beside this, there is no non-governmental organization offers to help.
So, I'd like to know if there is any international organization offers financial assistance?
Also I welcome to any kind of suggestions.

There are meany reasions why goverments dont support new business,
1) the idea is no good
2) they would, 'never' get there Money back
3) the government dont have any Money
4) the people "with" the idea, are no good in business
5) the person has no track record
