I'm Ziad from Algeria 23 years old I want move to Mauritius And live there . I want to know the procedures for obtaining a residence permit.

First you need to know which type of permit would suit you and the conditions.
What are your plans about Mauritius? Work, do business, retire, etc.

Have you been to Mauritius before? If not, you can't be sure it will fit your lifestyle or your objectives. So it is advisable that you come down and check for yourself.
