Business start up in Japan

Hi guys

I am in the process of developing a new business start up which is a website that packages together hotels and activities in a specific area of Japan. This is effectively an online travel agency/booking centre.

I have a couple of questions for those of you that have done something similar in Japan..

Do I need to register this business in Japan? I am now based abroad.

Do I need to be a registered as a Japanese travel agent? Or have someone in my company that has this travel agent license?
