We don't have enough information yet to know whether your wife will need an eTA or a visitor visa.

I suggest that you visit the Canadian government's website page on visitor visas.

Since you apparently are in Colombia, Ricky, you might also consider contacting the Canadian embassy in Bogotá.

The embassy's contact information -- including phone and email info among other data -- is available at the Visa Place website.
