Opening a bank account

Hello Everyone,
Can someone please suggest where I can open a bank account with my passport? I won't have a Cedula for awhile. Yet I still have need of a bank account. Any suggestions?

There was an anecdotal report a while back that Banco de Fomento was allowing Expat accounts without a cédula.

However, they may have other, possibly strict requirements.
