I'm 2 months here, still I can't have my Iqama

Hi. I just wanna ask if someone knows why it took months to have my Iqama. I've been in Riyadh from 2014-2016 and my previous Iqama expired last 1438/11/1
And then I moved here in Tabuk for another job and arrived here last July 18. I already had my medical the day after I arrived. I'm wondering why because my previous employer in Riyadh gave me a final exit visa and it's been 10 months before I go back here in KSA. I don't know if there's issues or penalties. I asked our human resource department, and they told me that it's still in jawazat. Even my passport 
I'm worried and I really want my Iqama.
