What did you guys do in regards to health insurance when you moved to Brazil. I have Tricare and VA but I think I may have to get private when moving there.

Next question I have is what is the average budget Mom nthly for living in Bahia?

You might qualify for FMP (Foreign Medical Program) if you have a service connected
disability while living abroad. It is a VA program and it is for maintenance of current
conditions including treatments that could aggravate that condition. Otherwise
UNIMED is probably the biggest private insurer which I have. Check this link to the VA

If you live in the capital Salvador, a budget of R$5,000 is sufficient to get by (1,500USD)
for a family of 3.

Everyone qualifies for SUS which is free health insurance. Depending on where you live it can be good or you may have long waits for treatment. It's good to sign up for it even if you don't use it. We have coverage under a private plan from my wife's retirement.
