Hello dear expats. Im Armenian and my husband is Lebanese. He will move to study in Romania soon . i was wondering if he has the right to invite a spouse to live with him during his stay (3years) after he makes a residence card for himself? Or students are not allowed to invite a family member for a long stay?

Yes it is allowed.  Do know that he will have to show that he can support you, including financially.

Do you know approximately how long it takes in the migration department to get a permit and invite someone?  About a month or it might take longer?

It will definitely be longer than 1 month.   You should plan at least 3 months.

Your husbands residencd permit will take at least 1 month to obtain, then he will have to make an invitation and prepare the file.  The family reunification visa takes 60-90 days more.
