Answer: NO

or can he/she apply for a working permit ?
For a work permit , as compared to an Occupational Permit, the prospective employer has to make an application to the Ministry of Labour whilst justifying why a foreigner and NOT a local - hence have a good argument wrt competencies/skill/experience NOT available on the island. The prospective employee has to LEAVE the country whilst the application is under review

To work in Mauritius, one needs either a 'Work Permit' issued by the Ministry of Labour or an 'Occupation Permit' issued by the Board of Investment.
Each one comes with different criteria and procedures.

For Occupation Permit: the applicant SHOULD be on the island. On a business visa and having an employment contract for a salary of MUR 60,000 per month (or MUR30,000 if in IT sector). Applications are sent on the basis of scanned / copy of documents.

For Work Permit : applicant SHOULD NOT be here. Salary less than that of Occupation Permit.
