Clarification required on NOC and 2 years ban.

Dear all,
My case is, I worked in Oman for a Company from November 2013 to September 2017, since the contract with the company is finished, i was released.Let us call this Company A.While releasing Company A did not give me NOC and informed me that they will give NOC to the company which i will be joining in Oman, whereas my colleagues working with other Company's received NOC on their name's.
After coming to India in October 2017 I received offer from another company B.I accepted the offer, and Company B arranged Express Visa for me, but due to family issues I could not able to join the company.
Will there be 2 years ban on my Passport.
In this case who has to give me NOC?
I approached Company A for NOC, for which they replied that I should contact Company B for NOC since they have transferred the Visa.
Is it true since I have not worked with Company B and neither had Employment Visa with Company B then why should I contact Company B for NOC.
Please clarify.

Yours seems to be a very special case. From what I understand the new company from which you received an offer was able to arrange for a visa for you. Usually, once you leave Oman and if you intend to take another visa ( before completing your 2-year ban), you will have to submit the NOC along with the application. Here you seem to have received the Visa already.
Now moving to the second part, did your new employer contact your old employer for the change of Visa? This seems highly unlikely as most organizations would not do that and I don't think its possible without your approval.

Thanks for your reply and sorry for late reply.
Yes Company B and myself requested Company A, to provide me with NOC for that Company A has accepted, and Company B provided me with Express visa and not Employment visa.
