If I obtain my Mx permanent resident visa does my husband has to prove financial solvency also?

No. When you have your RP visa/card from your local INM office and he has a 180 tourist FMM card he can apply at your local INM [Mexican Immigration] office under the "vinculo familiar"  law [family bond law] for a Residente Temporal visa/card without a mínimum monthly deposit or mínimum investment balance [financial solvency]. In 2 years when the RT is expiring 30 days or less before he can apply for a RP visa/card at the local INM office.
