Best places to live on a low budget

We're retired, have a steady income but not enough to live comfortably in the US. We're looking for a place within bicycle distance to the beach mostly warm all year. Puglia seems to be such an area. What other regions would you recommend and what are the basic living cost? Thanks for any help.
