In case it's useful for anyone, the public library Biblioteke Radosav Ljumovic, right on the main square, has an air-conditioned space upstairs, with internet and electrical outlets where you can sit and work in peace and quiet until 8 p.m. most days and 4 p.m. on Sundays. You have to pay 5 euros (for an annual registration) at a bank or post office (they'll give you a pink slip with the payment information at the library and you can pay at the post office right next door to the library) and register at the main desk.  Then you go upstairs and they'll give you a list of logins and passwords. You just choose any one and you're set. It's super clean, quiet, orderly, pleasant.  Bravo Podgorica.  (There are also five computers available for people to use. At the moment they are all in use however.)
