Insurance for car and myself

I want to buy a car upon arrival in Edinburgh but I need to insure the car.
To insure the car I need to have a bank account in Scotland.
To have bank account I need a NI number.
To have the NI number I need to have a Home.
To have a home I need to have a job for which I need a car.
Can anyone tell me where I can break the circule or where I can have an insurance for my car with a French bank account ?

Some UK banks will allow you to open a UK account from an EU address; the details are explained in this "Which" web-page.
