Here are the answers:

1)if I can transfer my IQAMA without going exit because I have one bank loan whose regular installment is going on ? 

  Yes you can transfer without exit or travelling , and when done transfer you will have new Iqama ID with new sponsor .

.2) can my loan be transferred in next contract ?

In fact you dont need to worry about this Bank will now systemically that you transfer to new company . And you dont need to move unlike things for the previous company or new company about your loan..keep it for your self

3)can I start work with the second party as it needs urgent without finishing documents with the first party? After you resign from your first company , yes you can work but it will be illegal until you receive the new papers .
