Hi all, my wife wants to leave her present job but hasn’t completed 1 year yet. If her employer decides to cancel her visa and not allow local transfer upon paying a certain fee, is there a time frame within which she can apply for another job or she will be sent back to her home country immediately?

What are her options once the work visa is canceled?

Once a visa is cancelled, you will have 30days grace to exit the county or try finding a new job.

Please clarify if we are getting a job offer  but we are in over stay status..

ie. after 30 days grace period time we are getting job offer???

Can we able to join and become legal???

You should leave and then come back on a work visa.  You won't become legal through a job offer unless you have applied for extension of stay with LMRA DURING the grace period.  If you haven't then the new company won't be able to process a visa for you until you leave the country.
