Iqama is a residence visa which is given to people who work here or are here as part of a family.
For all other visitors, you need to get a visa to come to Saudi. There is no tourist visa in place at this point in time. And since you don't have a family there (I assume), a company has to give you a business or commercial visit visa.
NO ONE gets visa on arrival in Saudi except GCC nationals so it doesn't matter if you are a Canadian resident or national
