Work permit for carer

My mother's carer is in the process of applying for a work permit, through an agent, to Malaysian immigration. She has showed me provisional letter of approval, from immigration, which states the fee for one year as being RM750. The agent is claiming ten times that figure. My carer says there is no alternative route. Clearly there are people collecting "commission" along the way. I had hoped that this practise had been reduced since the new government took over. It would seem not. Has anyone else had a similar experience? We are from the UK. My carer, who is excellent, is from the Philippines.

Sorry to hear of this situation , I have heard similar stories from many expats although I have no personal experience.
