The tourist permits are not actually visas.

Colombia is technically visa-free for turistas from North America, the U.K. and most other countries .. for a total of up to 180 days out of 365.

Dozens of cities in Colombia have offices of the Inmigración department, which supervises the 90-day extension process in those cities, at the national borders (some folks do a  double border-hop to Ecuador and back) and online.
