I have dated a Cambodian Man for over a year and I have chosen him as my partner and would like to engage with him.
However, we are both overseas and don’t have family with us. His parents will be visiting where we live soon, I wonder anyone can tell me, is it rude for a girl to talk to the boy’s parents and express the wish of wanting to be engaged? Does it have to come from parents order? I wonder how this process works in Cambodia.
I just want to invite his family to my country, so him and I can go to the next step.

You both are knowing each other over a year so that is no problem. You should talk to him( your Partner) to talk with his parents directly about you and your partner plan and highlight that you both are knowing or living with each other over a year and now we would like to have an official relationship.
For the order people here in Cambodia if you are living/know each other and have clear plan so they are will agree but you have to be kind and love to them, talk to them and what is important is respect.

So are you saying it will be better that my partner talk to them first rather than me do it?
My partner loves me, but he is quite an introvert. He listens but doesn’t talk. I don’t know if he will bring up that topic with his parents, that’s why I d want to do myself. I wanna know if it will be rude if I am a girl to talk about it.

Yes you can but make sure you both are setting with each other in front of them and show your respect first.

You should not do that, very unusual and probably shocking for the parents.

After one year of relationship his parents still don't know about it?

In that case it would go automatically, as he will have to introduce you to his parents as his girlfriend.
