I have work permit but I can't get Visa

This blackban thing seems to be a money making venture. You need to go to immigration and check for yourself. I doubt a WP would have been issued if your name was on a blackban list.

Yes, i went to the immigration here and they said they can't extend my visa because it's tourist visa not business.. but when i applied for business visa they said i may be on a blacklist.. there was an incident last year after three months of working in my previous school the police or immigration officers came over  and asked my boss about my legal status there, that time i guess he was not able to provide what they asked so they asked him to pay 20 million ( that's what my boss said)...i had business visa that time so i dont know why he did not prepare my work permit right away..so after it was settled i got my work permit for a year and 1 year business visa.. now i changed my school, i also have a work permit here.. but when i applied for a business visa the agent said there's a problem.. and that i can't get a visa.. should i ask my previous boss about it? Oh im so stressed.. how can they release a new work permit for me last nov 18,2018 if im even in the blacklist???? It's even a 2 year work permit!!

If the blackban is true ('coz of that incident) it clearly shows (twice) DOLISA has no clue what Immigration authorities are doing.

An interesting point is, you could still get your LD visa after that incident (blackban?). I assume they blackbanned you immediately after that incident. If so, how could you get your LD visa?

As @colin.. said, it seems like a new scheme. Instead of deporting the offender or taking direct punitive action, these days they seem to do it on the sly ... for more than one reasons, of course!

One last try you may give, since you have your new WP, get out of the country and apply for an LD through a VN embassy. Do not apply for a business visa. Not sure it will work or not, but that's what I can only think of at the moment.

OTOH, if you go through a well-connected VN lawyer to remove the blackban, stay prepared to pay at least 3k - 4k USD.
