Are you going to spend some time there on a short visit first?  Do you know if it's for you?  An exploratory trip would be a good idea first.

Depending on your lifestyle, you can live in Cali for 1/2 to 1/3 of what it costs in most urban areas of the USA.

For instance here is comparison on numbeo.com for Sacramento, CA and Cali, Colombia:

Cali is generally humid, and quite hot year-round although some nights it can get cool.  Although I sweat easily, I still like it there - but if I were doing manual work outside I'm sure I wouldn't like it as much.

For visits and even to live there, others have found it's not necessary or desirable to move money from the US to Cali - your credit and debit cards will work in most ATMs/ATHs/cajeros automáticos for most banks, and daily withdrawal limits of 600,000 COP (a bit less than $200 USD) and up, provides plenty of money for a week or more depending on your habits (and vices), outside of your rent which can vary widely depending on how much or how little you want to spend.  A middle-class Colombian might earn only about 4 million COP per month, which is less than $1300 USD per month, and you can live on that amount fairly well.
